Britain and France Plan to Send Military Personnel to the Country if a Ceasefire Accord is Agreed

The British and French governments have formalized a declaration of intent concerning the positioning of troops in the nation should a peace deal be concluded with Russia, the UK Prime Minister, Sir Keir Starmer, has declared.

Subsequent to talks with allied nations in Paris, he indicated that the allies would "set up operational bases across Ukraine and build secure installations for arms and military equipment" to prevent any future incursion.

The partner countries also suggested that the America would assume leadership in verifying a truce.

Russia has consistently warned that any foreign troops in Ukraine would be considered a "valid objective", but has as yet not issued a statement on this latest announcement.

Background and Continuing Hostilities

Moscow's leader Vladimir Putin began a major offensive of Ukraine in the start of last year, and Moscow at this time occupies roughly 20% of Ukrainian territory.

"This constitutes a crucial element of our vow to support Ukraine for the long-term," stated the UK Prime Minister.

National leaders and high-ranking officials from the "Allied Coalition" took part in the Paris negotiations.

Lead American diplomat Steve Witkoff said that "long-term security guarantees and substantial economic promises are vital to a lasting peace" in Ukraine – mentioning a central demand made by the Ukrainian government.

Witkoff noted the partner nations had "largely finished" their work on establishing such guarantees "so that the people of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, US President Donald Trump's advisor, also took part in the discussions.

Meanwhile, France's leader Emmanuel Macron said that Ukraine's partners had made "significant progress" at the negotiations.

He said that "comprehensive" safety pledges for Ukraine had been agreed in the instance of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "huge advance" had been made in the negotiations, but qualified that he would only deem efforts to be "sufficient" if they led to the conclusion of the conflict.

Earlier, he said a settlement was "90% ready". Finalizing the last 10% would "shape the future of the peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the forefront of key disagreements for diplomats.
  • The Russian President has often said that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will take control, rejecting any middle ground over how to end the war.
  • Zelensky has so far excluded ceding any territory, but has floated the idea that Ukraine could pull back its forces to an agreed point – but only if Russia reciprocates.

Moscow currently controls approximately 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk region. The areas form the area of the Donbas.

The initial US-led 28-point peace plan that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being disproportionately favorable in Russia's favor.

This triggered weeks of intensive discussions – with Ukraine, the US and European leaders trying to adjust the document.

The previous month, Ukraine submitted the US an revised framework – as well as additional documents describing prospective defense assurances and arrangements for Ukraine's recovery, he said.
