British and Scottish government Governments Disagree Over Footing the £24.5 million Bill for Trump and Vance Visits

The UK government is being called upon to "take responsibility" and reimburse the £24.5 million cost incurred during recent visits by former President Trump and JD Vance to Scotland, according to a senior Holyrood official.

Substantial Estimated Expenses Disclosed

Provisional expenses amounting to almost £24.5m for the two working visits have been made public by the Scottish government.

Ivan McKee labeled the Westminster's unwillingness to offer financial support as "ridiculous," arguing that both trips were obviously work-related, noting that the American leader held discussions with European Union chief the EU's von der Leyen and British PM Sir Keir Starmer during his July visit in Scotland.

Particulars of the Visits and Associated Security Expenses

The former president toured his golf courses at Turnberry in Ayrshire and Menie in Aberdeenshire over a five-day trip in the summer, while American VP JD Vance spent around a long weekend in Ayrshire in late summer.

In a written communication to the Treasury minister Chief Secretary Murray, Finance Secretary Shona Robison wrote that the trips placed "substantial strains and costs on public services in Scotland, especially Police Scotland."

The Edinburgh administration calculates that the estimated expense for policing the president's trip by itself was £21 million, which involved maximum daily assignments of more than four thousand police, while expenses for the VP's visit were approximately £3m.

Complex Policing Operation

This complex security mission was the biggest in the country since the passing of Queen Elizabeth II in 2022, and included local officers, specialist units, special constables and officers from across the UK for specialist support.

Robison stated: "After your choice not to offer financial support to the Scottish government for costs incurred in connection with the trip of Donald Trump to the nation in July 2025 and the subsequent visit of Vice-President JD Vance, I am writing you to ask that you reconsider this stance and provide complete repayment for the expense of the visits."

UK Government Reply and Past Precedent

The British administration stated that the trips were personal and "not official UK government business." A spokesperson commented: "Holyrood must cover policing costs in the country as per established devolved funding arrangements."

While Robison referenced past instances where the UK government covered the expense of Trump’s 2018 visit to the nation, it is believed that trip followed a official invitation from Westminster, in which instance it included security costs under its funding guidelines.

"The UK government must take action and cover the cost. I think it’s unreasonable, it was obviously a official trip … Particularly when you have the PM Sir Keir meeting with the president, having press conferences with him, engaging in international business with them, its really stretching the bounds of credibility to say this was just a private holiday trip."
