Zelensky States He Lacks Definitive Security Pledge from Allies

President Zelensky has stated that Ukraine's partners in Europe have failed to provide solid assurances that they will protect his country in the case of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after Britain and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to end the war with Russia is agreed.

However, full security guarantees have not been agreed. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be sent.

Allies proposed that the US would take the lead in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "an essential component of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It paves the way for the juridical structure under which British, French and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I see the will, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, strong security guarantees," he said when asked if European countries would come to Ukraine's aid.

"However, until we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "mostly completed" their work on agreeing security protocols.

Last week, Zelensky said a peace deal was "ninety percent complete".

Questions of land and security guarantees have been at the center of unresolved issues for diplomats.

Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Moscow now holds about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
